What counts. A move is a decision that changes who produces what in Romania: a large investment with a stated amount, a listing or share offering on the Bucharest Stock Exchange, the state selling or buying a stake, a company changing hands, or a project paid for by the PNRR.
Announced is not done. Each entry shows its status. An investment announced is a plan; one marked in force has happened. When a plan is dropped or replaced, the entry says so rather than disappearing.
Sources. Every entry links to the document behind it: the company’s or the exchange’s announcement, the ministry’s decision, the Commission’s notice. Press coverage is used only when no primary document exists.
